A health and safety crime or violation is most often a crime of negligence, which can be committed by neglecting supervision or taking care of the conditions for occupational safety. Fulfilment of the hallmarks of a health and safety crime does not require a consequence, for example an employee's injury or even a dangerous situation, but mere negligence is sufficient.
